U.S. President Donald Trump’s administration on Monday released a proposed regulation to codify an unprecedented fee of more than US$100,000 on new H-1B visas for highly skilled foreign workers that has been blocked by the courts.

A new proposal would charge employers $US103,265 for H-1B visas and attempt to make permanent a temporary rule challenged by the US courts.
