Quebec and Newfoundland and Labrador reach tentative energy agreement worth billions

Leaders in Quebec and Newfoundland and Labrador unveiled details of an ambitious new energy plan on Monday, which Prime Minister Mark Carney described as the largest clean energy investment in North America.
