A decree signed by Vladimir Putin that allows temporary state management of critical infrastructure facilities whose owners failed to protect them from drones does not amount to nationalization or a change in ownership, First Deputy Prime Minister Denis Manturov told reporters.

MOSCOW, Aug 24 - President Vladimir Putin on Monday handed the Russian state the power to take control of critically important infrastructure if it is deemed to be poorly protected from Ukrainian drone attacks and other threats.

The special powers allow the state to assume control over the physical, financial and legal assets of facilities that fail to maintain adequate security or are slow to make repairs following attacks.

Unidentified drones attacked the Yeysk seaport in Russia’s Krasnodar region on Saturday, Aug. 22, according to reports and eyewitness videos showing smoke in the port area. Preliminary information suggests a vessel may have caught fire.
