MANILA, Philippines — Tropical Cyclone Wind Signal (TCWS) Signal No. 1 is still hoisted in eight areas in Luzon even as Tropical Depression Luis slightly weakened while moving northward over the Philippine Sea east of Isabela, according to the state weather bureau on Monday. The Philippine Atmospheric, Geophysical, and
