Morocco had previously warned Spain that a recent Spanish court ruling that migrants arriving by sea would not face immediate removal was going to create "a problem," a senior Moroccan official said.

Spain estimates that about 69,500 migrants have returned from Ceuta to Morocco since last week's crossing, while Moroccan authorities say about 40,000 people ​entered the enclave.

Ceuta Regional President Juan Jesus Vivas accused Morocco of having "encouraged and permitted" the influx of migrants to the Spanish enclave.
