Judge questions Scots ethics watchdog's handling of councillor's free speech battle

A judge has questioned whether Scotland's ethical watchdog can properly assess Glasgow Labour councillor Fiona Higgins' free speech defence to misconduct allegations after refusing to consider evidence she says is central to it.
