Authorities say 35-year-old Jessica Bowie of Albany, NY, who is facing a federal terrorism charge, had been under surveillance for more than a month before her arrest this week.

The department said Jessica Bowie, 35, was seen making visits to the state's Capitol grounds and taking photographs of the building.

Located in Albany near the Canadian border, the New York State Capitol is the nerve center of the state government and contains both houses of the state's legislature.
