Finland Holds Largest Civil Defense Drill Since WWII

Finland staged its largest civil defense exercise since World War II this week, putting over 2,000 participants through crisis scenarios in the central city of Kuopio. The Shelter 2026 drill centered on Savilahden Luola, a newly completed underground sports complex that doubles as a 7,000-person civil defense shelter.
