The FBI had hoped the undercover probe, codenamed "Freshman Fifteen," would gather sufficient evidence to indict and arrest both Swalwell and Fang Fang for campaign finance law violations -- but neither were charged.

Newly released FBI files reveal that former Rep. Eric Swalwell had a sexual relationship with suspected Chinese intelligence operative Christine Fang, known as “Fang Fang,” settling years of public uncertainty over the nature of their relationship.
