Two dogs dragged by heartless owner behind car on NYC street have recovered, ready for new homes

Marzipan and Nougat, known affectionately as Marley and Miss Noogie, are up for adoption months after they were senselessly dragged by their leashes from the back of a moving car in Long Island City.
