Tulfo seeks criminal liability for negligent gun owners

MANILA, Philippines — Sen. Erwin Tulfo on Wednesday called for legislation that would hold firearm owners criminally liable when their negligence results in minors gaining access to guns. In his privilege speech during the Senate plenary session, Tulfo said the recent incidents should prompt a review of whether existing safeguards are sufficient to prevent minors
