Tropical Storm Edouard approaches Texas and Louisiana with potential for heavy rains, flooding

Tropical Storm Edouard headed toward the Gulf Coast early Tuesday and expected to gain strength before bringing potentially heavy rains and flooding into parts of Texas and Louisiana.
