Tropical Depression Luis maintains strength; Dolphin weakens into typhoon outside PAR

Tropical Depression Luis is bringing heavy rain and strong winds to several provinces on Sunday, August 2. PAGASA is also monitoring Typhoon Dolphin, which remains outside the Philippine Area of Responsibility.
