Three years on, State’s heritage library remains in suspended animation

Ranganathan stands in the first-floor corridor of the State Central Library. A little further down, about a dozen readers sit hunched over their books. The whizzing sound of spray-painting echoes through the heritage building, which has been under repair for three years. “The work has been inconsistent.
