Swinney sets out plans to scrap health boards, merge quangos and review councils

John Swinney has unveiled plans to reduce Scotland's 14 health boards to two, redraw council boundaries and declutter more than 130 public bodies but opposition parties dismissed it as reheated promises dressed in new language.
