Scottish Government blame election for poor take up of emergency heating oil fund

Scotland's £10m emergency heating oil fund has paid out just over £1m since launching on April 1, with the SNP blaming pre-election restrictions, a justification Tory MSP Liam Kerr has dismissed as 'a nonsense'.
