Russia Planning Operations Targeting Kyiv and Chernihiv, Palisa Says

Deputy head of the Presidential Office Pavlo Palisa stated that Russia’s political leadership has ordered its military to draft contingency plans for operations toward Kyiv and Chernihiv.
