Raiders to play starters, plenty of Fernando Mendoza vs. Cardinals in preseason opener

Las Vegas Raiders coach Klint Kubiak announced he will play his starters in the preseason opener against the Arizona Cardinals on Thursday at Allegiant Stadium.
