A Palatine man was charged Monday after fatally hitting a pedestrian with his car on I-80 and fleeing the scene last month in south suburban Lansing. Illinois State Police arrested 29-year-old Kuljeet Singh Kang for reckless homicide and leaving the scene of a fatal injury crash, the department said in a statement. Sebastian Stone, a 23-year-old Carpentersville resident, was changing a tire around 5:30 a.m. on June 28 on the side of the highway near Torrence Avenue, according to state police an
