Man in creepy Chucky-style mask wanted by Philadelphia police is on the run

Philadelphia authorities Thursday identified a 22-year-old “punk” they believe donned a scary “Chucky-style Halloween mask” and made threatening comments while chasing a woman near City Hall, officials said.
