LPA east of Luzon develops into tropical depression, stays out of PAR

MANILA, Philippines — A low pressure area (LPA) east of Luzon developed into a tropical depression but was unlikely to enter the Philippine area of responsibility (PAR), the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said on Friday.
