Hanoi schools delay opening or switch to online as Storm Narra brings downpours

Many schools in Hanoi have switched to online learning or delayed starts to classes amid forecasts of heavy rain brought by Storm Narra and the risk of flooding and traffic congestion on Aug. 24.
