Fedorov: Open Tenders Saved Ukraine $100M, Threatened Powerful Interests

Fedorov said procurement reforms replaced direct contracts with competitive tenders, saving more than $100 million on artillery alone. He also alleged entrenched corruption within the Defense Ministry and said several officials linked to private interests were dismissed.
