Fagan to scrap Sarwar's rule preventing pacts with other parties in town halls

Joe Fagan has launched his Scottish Labour leadership bid by promising to scrap Anas Sarwar's ban on council pacts and offer John Swinney five tests to unlock Labour support for the next Holyrood budget.
