Ex-DPWH chief Bonoan to testify vs Revilla over flood scam

MANILA, Philippines — Former Department of Public Works and Highways chief Manuel Bonoan will testify against Sen. Bong Revilla in the Sandiganbayan Third Division on August 12. Ombudsman’s Deputy Special Prosecutor Omar Sagadal on Tuesday asked the court to issue a subpoena ad testificandum for Bonoan. Associate Justice Ronald Moreno granted the request of the
