Democracy is a means to development, not an end in itself – NCCE

The Programmes Director of the National Commission for Civic Education (NCCE), Imurana Mohammed, has attributed the growing acceptance of vote-buying and electoral inducements in Ghana to the failure of democracy to deliver basic socio-economic needs.
