Canada wants to get closer to the EU - but how far can it go?

In the midst of a trade war with the US, Canada’s Prime Minister Mark Carney will attend Ursula von der Leyen's State of the Union speech in Strasbourg on 16 September, with a summit between Ottawa and Brussels to follow. However, EU membership is not an option.
