TACLOBAN CITY, LEYTE, Philippines — Calbayog City in Samar province is moving to tighten safety and security rules around its airport as it prepares for planned infrastructure improvements and seeks to expand the daily air link with Cebu. The proposed Calbayog Airport Safety and Security Ordinance is advancing through the city council, with the Sangguniang
