CAGAYAN DE ORO CITY, Philippines — Nearly two decades after the country’s worst political violence, the daughter of missing photojournalist Reynaldo “Bebot” Momay refused to let her father’s memory fade into a legal footnote. On Friday, Momay’s heirs appeared in person before the Court of Appeals (CA) in Manila to submit a formal manifestation reiterating
