Kumaraswamy said at Guledgud of Bagalkot district on Sunday."The programme is meant to organize youth in the rural areas. But there is no clarity about funding. It involves forming 6,000 associations at the panchayat levels. The State government plans to give ₹10 lakh to those associations. It will cost a thousand crores of rupees.
