[ANALYSIS] What does ‘at least nearly proficient’ mean in Philippine education?
The Philippine Development Plan 2023–2028 says proficiency. The National Education and Workforce Development Plan 2026–2035 says proficiency. Why, then, does our annual budget target ‘at least nearly proficient’?
