A Democratic Governor Is Set to Pick a Former Republican Running Mate

Gov. Katie Hobbs of Arizona, locked in a competitive re-election battle, plans to tap a moderate former mayor of Mesa, Ariz., John Giles, to serve as her lieutenant governor.
