2.5M Texans expected to face life-threatening flash flooding as states of emergency declared

More rounds of life-threatening flash flooding are expected for more than 2.5 million people in Texas' Hill Country and Big Bend regions through Friday, after torrential rain and flooding prompted Gov. Greg Abbott to declare a state of emergency across 59 counties on Tuesday.
