11 EU countries demand end to 'obstructive' vetoes on foreign policy

Austria, Denmark, Belgium, Finland, France, Germany, Luxembourg, the Netherlands, Romania, Spain and Sweden are pushing to explore the idea of moving from unanimity to qualified majority in foreign policy.
